Issue with duplicating a new record

Experts,

I made a change in an existing role to grant access to bank tables in vendor master. But because of this the users with that roles when trying to duplicate the a new record in vendor or bank table does not copies the details of existing record. to fix this I gave permission under the function-> MDM Data Manger-> Modify multiple Records. And it worked as expected. But when I moved the change to quality it's not working as expected.

Any idea why this is happening?
